Dr. Ron Arthur, Director of Business Development

Ron will serve in a dual role initially, raising capital (working with investors) and developing new customers. Ron entered the information security business several decades ago when he trained to become an intelligence officer for the U.S. Air Force. During the Vietnam War he authored Corona Harvest, an award winning (originally classified top secret) treatise on communications intelligence operations in Southeast Asia. He then received the top position for his rank at the National Security Agency where he served as Liaison Officer for the Commanding General of the Air Force Security Service (3-Star General Coira). As the Operations Manager, working with Reynolds-Morrison, he oversaw the construction and start-up of a $65 million communications complex in Southeast Asia. Subsequently, he worked in Optical Character Recognition Systems with Jacob Rabinow, who became the head of the U. S. Bureau of Standards (NIST today). He led a sales effort which led to the awarding of a $77 million contract to convert California’s Drivers’ Licensing system to OCR.

Ron worked with many well known celebrities, politicians, and business people as a financial adviser and investment banker. He participated in raising capital for many technical projects, which included setting up national and international manufacturing facilities and working in the import-export arena. Educated in international marketing with an MBA from George Washington University, he has consulted with many prominent business figures e.g., the U.S. – Korean Businessman of the Year and the Chinese owner of substantial production facilities throughout the Far East. Most of these engagements also involved establishing sales & marketing operations in this country. He has performed in numerous capacities globally, working in the interests of businesses in South Africa, Spain, Costa Rica, Mexico, China and Canada.

In sales & marketing, Ron was the top sales person in the history of a century old company, Miller International, and the Top Commodities Broker in one of the world’s largest brokerage firms, MONEX International. He has served as Vice President of Marketing (eventually President) of the largest financial planning firm in the Rocky Mountain Region, Money Management Group Ltd. and its sister company Financial Planning Associates, Inc., developing over 5,000 clients, which included Samsonite, Hewlett-Packard, and Ralston-Purina.

Ron has worked in television & radio, and written for newspapers. Because of his expertise in media, he became a principal in First American Financial Corporation (Los Angeles) where he facilitated the development of public offerings for entertainment–technology companies. As an investment banker with Rockefeller, Rothschild & Steele, he specialized in raising capital for film and television production and shopping networks.

 

In the public sector, Ron has served several cabinet members of the former and present Governor of Colorado. Ron used both his early education (BA in Government from Florida State University) and his more recent legal training (Juris Doctor and Masters in Law) to negotiate major State contracts with world class technology companies. His technology contracts have been among the largest executed in State history. While holding executive positions as Director of Executive Operations and Director of Strategic Planning & Policy Initiatives, he developed an excellent understanding of the government procurement process. The Procurements & Contracts Office for the Colorado Department of Labor and Employment reported directly to him. This Agency works with just under $1 billion in revenues each year, issuing hundreds of RFPs/RFQs and executing several thousand contracts. Collateral public service activities included participating in “think-tanks” and “task forces” the most notable of which focused on the Uniform Electronic Transactions Act (conversion from model law to State law).
